Gansu is greatly integrated in China’s national “dual-carbon strategy” for addressing climate change, that is, peaking carbon emission and achieving carbon neutrality. This offers immense opportunity for international cooperation. For example, the Hexi Corridor, the Gobi Desert with its huge ecological value, the Lanxi urban agglomeration construction, ecological protection in the Yellow River Basin, the planting of the 33,350 hectares of natural forest in Xinlong Mountain, planning of an upcoming 66,700 hectares carbon sink forest, and the construction of a black and odorous water treatment plant in Wanchuan River etc.
Lanzhou High-tech Zone is about to develop a national-level green industrial park. Biomedicine is our primary industry to develop. The Zone is home to 50% of China’s animal research P3 laboratories; 70% of bovine serum culture medium and serum-free medium used in the new covid vaccines are produced here. In the context of such major strategic development, our demand for security level in this aspect is rigid and our potential in bio-medicine development is vast.
In the evaluation of the Ministry of Science and Technology, Lanzhou High-tech Zone ranked high in terms of industrial development, innovation capability, talent gathering, and innovation platform construction. Lanzhou Hi-tech Industrial Development Zone encourage enterprises to set up offshore innovation centers, R&D laboratories and other innovation platforms overseas focusing on leading industries. Upon confirmation, they will be awarded 500,000yuan.
When overseas expert teams establish joint laboratories, innovation centers and other innovative entities in Lanzhou, upon confirmation, rewards of 500,000 yuan will be given.
Enterprises in the zone are encouraged to “go global” and carry out foreign trade, and rewards are given at 1% of the export value of the enterprise, and the maximum annual reward for each enterprise can reach 1 million yuan.

At the beginning of 1999, the German NETZSCH Group bought the shares of Lanzhou Water Pump Factory, and NLP became a wholly-owned enterprise fully controlled by the German side. The company has an average annual growth rate of about 10-15%. By the end of December 2016, the number of employees has grown from 13 to more than 300, and the per capita sales have reached more than one million yuan, ranking among the best in China’s machinery industry.
